The 1st Forum was held on November 16-17 1998, and it was an important landmark for the Healthy Seixal Project start-up and community support.

Around 421 people were registered for this Forum, and 197 institutions were represented. A delegation of the World Health Organization and another of the Ministry of Health were present, reasserting the importance of these events and their projection beyond local bounds.

The goals for this Forum were to add to a deeper reflection on the Healthy Cities Project and its development in the local, regional, national and international communities, and to bring the Project to the spotlight and help it take root in the Municipality, mobilizing staff, structures and people to execute the Health Development Plan.

The Partnership concept was emphasized as the best way to build solid supports for the sustained intervention in public health and an extended local participation for the management of health and its determinants.
